The Mingueo Pilot Project aims to create opportunities for citizens to participate in policy making and to become central actors in the resolution of their local social, economic and environmental challenges.

Through a participatory development process which is based on values, and which builds on the assets and interest of local communities, the project aims to support poor and marginalized people to take initiative in their local communities.
